Main issues for debate

The last years, from Seattle to Firenze, at the social movements against economic liberalism, we have learnt to recognize the strength of coordinated action on the part of these movements and the vulnerability of the “untouchable” organizations of capitalism. We need to deepen our contact and communication with society, decentralizing our struggle and working intensely in local and regional contexts in a coordinated way with common objectives.

Our democracy must be asked to question through acts of participatory democracy. In the political context, the European Union is being shaped under the neoliberal politics. The European Constitution comes to reinforce it, and next year it will be our main goal to fight it. We will have to build alternatives in all the areas it affects:

1. Global War And Other Forms Of Violence: There is concentration of economic and political power, military aggression, violence against women, against immigrants ...

2. Economy: we live in a society characterized by inequality and the unjust distribution of wealth and work. We see the growing disparity between North and South, external debt, privatization, labor exclusion and precariousness, housing, multinational corporations, financial speculation.

3. Social Democracy And Civil Liberties.: at the local level we have very low influence in the decisionmaking process, but our influence becomes null in questions as the European constitution or the directives of the WTO or the IMF. We are even criminalized when we attempt it ...

4. Ecology and Environment: our environment is being destroyed for the benefit of multinational corporations and other economic elites, but also due to our forms of consumption and work.

Alternative proposals

The European Social Consulta has three specific objectives:

1.Deepen the analysis and critique of current economic, political and social system and build alternatives and proposals.

2.Strengthen and widen the European social fabric in a network, that should be participatory, horizontal and decentralized, as much in the taking of decisions as in the realization of actions.

3.Provide instruments for the expression of our common will, so that we can all participate in the construction of our own future. These instruments should denounce the lack of democracy.

Implementation proposals

The proposal has three phases (in Spain we’ve already started this autumm with the 1st fase):

1- We will open the debate among the population, through workshops, open assemblies in the street, participative theater, questionaires in cards... on the 4 issues proposed (Global War And Other Forms Of Violence, Economy, Social Democracy And Civil Liberties & Ecology and Environment)

2- We propose an action of civil desobedience coinciding with the european elections of 2004. It will be a Popular Consulta (referendum) on some of the issues proposed.

3- We will evaluate the consulta, and we will take actions according with the will of the people expressed in the results of the consulta.
