Now Russian government trying to undertake the educational reform which aiming not the direct privatisation but the growth of the commercialization in the school and high education. This reform will not only legalize the most favorable conditions for the children from the rich families, but, in fact, will create for them the favorable possibilities to receive the budget financial support. In the same time we can see the perpetual cuts in budget financing in education and culture services. The average salaries in culture sphere now are near the official line of poverty.
The social mobilization against these plans forced the government to postpone the educational reform many times (during at least four years). But these plans are not rejected. It is the real threat for the destiny of the new generation. The realization of these plans will mean the degradation of the educational conditions not only in terms of social justice, but also the degradation of the one of the key spheres of the modern economic and social development.
We stand for the realization of principle of the equal chance for the school and high education without any dependence from the economic position of families. In these purpose we insist on the preserving of the free of charge services of education and on the budget financial support of the education the children from the poor families. We also stand for the development of the self-government in the schools and universities with the participation of the pupils, students, teachers, professors and parents. In the culture services we stand for reliable budget financing completed with the development of the close links of the culture organizations with broad masses of population oriented on culture development.
Only way to realize our proposals is the growth of the level of social mobilization of the people, the development of the self-organization in the different forms, which will make it possible to oppose to the government plans of the commercialization and privatization of public services in education and culture. These social forces united around the alternative program of the reforms in education and culture spheres can transform this alternative from only idea to real fact of the social life, even in spite of possible defeat of certain mass campaign against government plans. Only this way can form the real hopes for the future.
