Zero Hunger and Global Child Allowance [en]

I will talk about ZERO HUNGER and how it can be achieved. There is enough resources to produce food for all and nevertheless one thousand children under five die from cronic malnutrition every hour. The UN Millennium development goal number one is to eradict poverty and starvation and as a first step to reduce by half the proportion of starving people by 2015. That is not enough. It must not take that long. One thousand small children dying every hour means 7 million every year. To make a quick change to this situation there is an urgent need to introduce a global child allowance. A small amount, perhaps 10 dollar month, should be paid for every child to its mother. The children have to be registered. We may use some good organization already existing for the administration and start with a test in one country wherer women are fairly strong.

I think the mothers would use the money for things like food and schoolfees for their children. It would also be an incentive for the local food producers and stimulate the local market.

The global child allowance should be financed by some kind of a Tobintax. A small amount of money in the hands of a poor woman will make a big difference. Food is a human right. We should also work for an optional protocol to the covenant of economic, cultural and social rights, which would mean giving a useful tool to indivíduals in every country that has signed the covenant, a possibility to complain to his or her government to the UN. The covenants are legally binding for governments that have signed them and they have to respect, protect and fulfil their citizens economic, social and cuktural rights. The human rights covenants are useful tools for the social justice movement and we should start using them. The International Covenant on Economic, Social and Cultural rights is the only big covenant that has not an optional protocol.

Alternative proposals

- 1. A global child allowance, financed by a Tobintax in order to stop child starvation.

- 2. An optionel protocol to the International Covenant on Economic, Social and Cultural Rights (CESCR)

Implementation

- 1. A ZERO HUNGER JOURNEYWe should go by white busses to every head of state in Europe and ask them: Would you introduce a Tobin tax to finance aglobal child allowance, in order to get rid of child starvation, if every state in Europe would do the same?

- 2. Sweden and Great Britain are the only two countries in EU that still are against the optional protocol so we need help to lobby our government. Please send a mail to registrator@foreign.ministry.se and ask why.
