METHODOLOGY OF THE PREPARATORY PROCESS

WHAT THE ASSEMBLY WILL BE

The European Social Movement Assembly will be the first official meeting of all the different European movements who want to create a common space for improving European mobilization against neoliberism, war and racism, for social and universal rights and for democracy.

The European Social Movement Assembly is part of the World Social Movements process initiated in Porto Alegre, based on the Call approved in the last assembly in Porto Alegre 2002.

The Assembly will provide the European Social Movements willing to take part in the process with a common general framework and a common agenda for the next year, identifying common initiatives and listing priorities identified by the different coalitions and networks of issues and subjects.

RELATION BETWEEN ESF AND THE ASSEMBLY

As in Porto Alegre, ESF can‚t approve any final text. For this reason, the Assembly of the European Social Movement on November 10th ˆwhere the movements will present and sign their agenda of mobilization- formally is not part of the official programme of ESF.

In the same time, the link between ESF and the Assembly is much closer than in Porto Alegre, being ESF organized by the social movements : decisions about European mobilizations, campaigns and networking will come out from the discussion in the seminars, workshops, assemblies, meetings in Florence.

According to this consideration, the Assembly of the Social Movements will collect, organize and present the proposals come out from the discussions in Florence.

The preparation of the Assembly starts now and will go on during the ESF days, in order to present on Sunday morning, the result of a collective and participatory work. The net enlargement working group is in charge to manage the preparatory process.

FINAL TEXTS

The Assembly will approve two text : 1. a call against war in Iraq, promoting a European day of action with mass demonstrations all over Europe 2. the call of the European movements with the agenda of the next year

1. THE ANTIWAR CALL

"To all citizens of Europe Together we can stop this war !

We, the European Social Movements are fighting for social rights and social justice, for democracy and against all forms of oppression.

We stand for a world of diversity, freedom and mutual respect.

We believe this war, whether it has UN banking or not, will be a catastrophe for the people of Iraq ˆalready suffering because of the embargo and Saddam Hussein regime- and for people across Middle East. It should be opposed by everyone who believes in democratic, political solution to international conflicts because it will be a war without resolution with the potential to lead to global disaster.

There is massive opposition to war in every country of Europe, hundreds of thousands have already mobilised for peace.

We call on the movements and citizens of Europe to start coordinated continent wide resistance to war with mass demonstration on .. to demand don‚t attack Iraq."

According to the decision taken in Barcelona, this text will be circulated in the European net.

The attempt of the text is to focus only the most important political points shared by everybody (not to war in any case, with or without UN approval) avoiding to go deeply in analysis where different approaches exists in the different movements.

In the next European Coordination in Florence on the 3rd of November, according to the consensus the text will receive, there will be a final decision on it.

The date of the European day of Action against war in Iraq have a general consensus by everybody. The date will be decided before Florence, according to the international situation and to a consultation by mail.

In order to prepare the European Day of Action, and to start a process of networking of the antiwar movements, a European meeting will be organized after Florence. In case, a preparatory meeting can be held during the ESF.

2. CALL OF THE EUROPEAN MOVEMENTS AND AGENDA OF THE NEXT YEAR

In the next days, an "empty text" will be circulated in the European net.

The "empty text" will include :

1. a short but effective introductory part Call of the European Social Movements against neoliberism, war and racism, for social justice, universal rights and democracy with a reference to the Porto Alegre Call of the Social Movements with a special attention to social rights in Europe

2. four empty chapters of the agenda :

actions against neoliberism

actions against war

actions against racism and for migrants rights

actions for universal rights and democracy

3. one special chapter listing already planned general initiatives, for example :

Antiwar European Day of Action

G8 in France

WTO in Cancun

European summits in Copenhagen and Thessaloniki and initiatives on Europe

Reactions on the introductory part by coalitions and organizations are expected before the next European meeting in Florence on the 3rd of November.

The four empty chapters will be filled during Florence with the proposals and the decisions coming from seminars, workshops, assemblies and meetings. All the initiatives will be listed. Only continental or regional initiatives promoted by coalitions and networks will be included.

The complete document (call and agenda) will be presented in the Social Movements Assembly.

SPEAKERS IN THE ASSEMBLY

Thousands of people will attend the Assembly, and time will be very short (maximum 4 hours). The list of speakers will be made in advance. There is no other way to manage the Assembly.

The list of speakers will be made on the base of the agenda of the Social Movements, built during the ESF days. The speakers will present the actions listed in the agenda.

Time will be divided equally according to the 5 topics of the agenda (neoliberism, war, racism, social rights, common events). Each topic will have the same number of speakers.

In case the number of actions included in each chapter will overcome the number of speakers, meetings between the promoters of the actions will be organised in order to reach an agreement about the speakers, in order to make sure all the main actions will be presented to the assembly.

A general balance according to the usual criteria will be of course pursued in the general list of speakers.

A special attempt has to be provided in order to avoid a very boring Assembly.


The Net Enlargement Working Group, who is in charge to manage the preparation of the Assembly, is ready for answering to all the requests for clarification, through the ESF general mailing list.
